Add "paused" operation (`cherry-pick`, `merge`, `rebase`, `revert`) actions in UI

• Plumb the abort/continue/skip actions into Home
• Plumb the abort/continue/skip actions into the views (via PendingOperationStatusNode)
• Plumb paused operation status and actions into the Graph (Ideally we'd be able to use the same "notice" component for this on both the Home & Graph)
