Request for Windsurf Editor support

Essentially the same request as #3222, but for Windsurf IDE, where when rebasing (or I assume any other commands that requires similar invocation of the editor), code was used where it should be windsurf.
I think adding another cases at

vscode-gitlens/src/system/-webview/utils.ts

Line 63 in 266192b

export function getEditorCommand() {

would be able to implement this.
