Inspect: move autolinks below the message box

• move Explain above the message (should this be a blue link?)
• move autolinks and commit date into metadata row
• handle a “compact” state that can handle narrow views by collapsing autolinks and other things into icons with tooltips
• when no autolinks exist, add a link for learning about autolinks.
