Remove the option to associate an issue from cards in the "RECENT" section

Description

Since associating an issue with a branch that is not being worked on is unlikely, we should remove the "Associate an Issue" button from branch cards in the "RECENT" section to minimize noise.

If an issue is associated with a branch, continue displaying that issue in the branch card.

Remove this button

Verification steps

• Make sure "Associate an issue" is still available on the active item
• Check that existing issues have not disappeared from "recents" and "actives"
