Add banners for MCP in GitLens Views

Description

When the GitKraken MCP is available to users, they will need a path to install it so that it functions correctly in each IDE.

• Create a banner that can be used in various GitLens views with the following elements:

  • Heading: "Install GitKraken MCP for GitLens"
  • Body: "Leverage Git and Integration information from GitLens in AI chat."
  • Learn more link:
    • "Learn more"
    • url: https://help.gitkraken.com/mcp/mcp-getting-started
  • CTA:
    • Label: "Install GitKraken MCP"
    • command: run the command to install and setup MCP
  • Ensure that the banner is responsive and that the content flows correctly for wide and narrow layouts

• Allow the banner to be closed/dismissed, and store this information so that other MCP banners are not displayed after one of them is dismissed.

• Place the banner in the following GitLens Views:

  • Home View
  • Commit Graph
  • Visual History
  • GitLens Inspect
  • GitLens Settings

• Do not show banners in IDEs that cannot support the MCP installation process

• If the IDE can auto-install the MCP, we show an informational banner that it is active in the AI Chat
• If auto-install is not available, we show a banner to install the MCP server
