chat: refactor out chatEditingTimeline, tests, bugs (microsoft#254788)

- Refactor out the ChatEditingTimeline into its own class.
- Add some base unit tests for it.
- Fix some off-by-1 errors and a logic error that caused diffs to not
  show on some edit pills.
