CLI command to print oudated versions (not just major)

It would be great to have a way to print outdated versions for dependencies, even minor and patched versions (not just major).

Example usage:
```
$ gleam deps outdated
Package     Current    Latest
wibble      v1.4.0     v1.4.1
thingy      v1.0.1     v2.3.0
```
