Provide a way to toggle scrolling

I'm asking for toggling scroll ability because issue #162 says it will not support updating the editor position on scroll. I can understand the reason behind but at least give us another option: to have a state or hook or something to disable the scrolling when editing in case people don't like the google sheet style. Is it a good idea?

Maybe provide the scroller element in the DataEditorRef so that we can do:

// disable scrolling
DataEditorRef.current.scrollerElement.style.overflow = 'hidden';

// enabled scrolling
DataEditorRef.current.scrollerElement.style.overflow = 'auto';
