One point, can you enable GPC upon extension install? If a user installs a GPC extension, the expectation is that GPC is turned on.

The confusing part here could be that there are two on/off controls.

When I install the extension, I get the following message from Google Chrome:

Manage your extensions by clicking Extensions in the Tools menu.

When I do that, as instructed, I can see "NAI Global Privacy Control Signal" with the switch set to "on".

The problem is that there is a second control, which does not appear to be documented, and I don't see anything about it in the install process. I have to go to the "Extensions" (puzzle piece) menu, select "NAI Global Privacy Control Signal" and turn another switch on. If I go through the process of installing the extension normally I don't see any documentation that covers that second control. And if I click "support site" on the extension page on Chrome Web Store, it goes to the thenai.org home page, not to documentation or support for this extension.
