request for smoke failure if bugzilla doesn't have public comment

When a Red Hat Gluster Storage RHBZ is cloned to upstream gluster, by default all the comments including the bugzilla description are logged as private (with redhat account) . Most of the time developers miss out to add a public comment with the bugzilla description and the root cause. The ask is to have smoke failing the patches for the BZ referenced where there's no public comment available at the bug.
