Does dlv work on Windows on Parallels?

Does anyone have experience using dlv on Windows on Parallels? I'm running a one-line hello world program in Go and I find that dlv either hangs on launch (amd64) or fails to set breakpoints (arm64).

My Environment

1. Host HW: M1 MacBook Pro
2. Host OS: Mac OS Ventura 13.4
3. Parallels Desktop 18.3.0
4. Guest OS: Windows 11 2023-05 22h2 for arm64
5. dlv 1.20.2
6. go 1.20.4

What I have tried so far:

1. Git bash using MSYS terminal
2. Git bash using Windows Terminal
3. PowerShell
4. VS Code
5. GOARCH=amd64: dlv hangs before outputting anything

   $ go clean
   $ export GOARCH=amd64
   $ go build .
   $ dlv debug hello.go --log
   2023-06-09T18:05:21-07:00 info layer=debugger launching process with args: [C:\Users\phil\cs272-f23\hello-phpeterson-usf\__debug_bin]
   <no output. I've waited a long time>

6. GOARCH=arm64: dlv runs the target program to completion but can't set a breakpoint:

   $ go clean
   $ export GOARCH=arm64
   $ go build .
   $ dlv debug hello.go
   hello world

Anyone have a successful setup using Windows on Parallels? I've tried this on a physical Windows machine and it works fine. I must be somehow misunderstanding the virtual machine or dlv.

I see #3190 but no comments on that.
