Router Interface Re-thought

When application A wants to add a new service instance I to a service S in router R under policy P, there are several problems coming up:

1. Does S exist in R?
2. Is S deployed with P?
3. Does S have I already?
4. Could S run on R successfully (addr)?

Service instance interfaces have similar problems (more to discuss).
