How to create a clustered table?

i am using a query
create table if not exists `test-project.test-dataset.test-table`( col1 STRING,col2 STRING,col3 INT64) cluster by col1;

Getting the error:
CREATE TABLE with CLUSTER BY is unsupported

How can i create a clustered table?
