Uppercase Option Doesn't Work on Live Site

Describe the bug:

Uppercase option doesn't make text uppercase

To reproduce:

• Add a paragraph of text.
• Apply the uppercase option from the toolbar.
• Check the text in the editor and the live site.
• The editor text loads in uppercase, but the live site doesn't make the text uppercase.

Expected behavior:

I expected the text in the live site to be also transformed to uppercase.

Isolating the problem:

• This bug happens with no other plugins activated
• This bug happens with a default WordPress theme active
• This bug happens without the Gutenberg plugin active
• I can reproduce this bug consistently using the steps above
