[Feature] Manifest based column checks

Describe the feature

Some of the column checks could be done with using manifest.json:

e.g.

• CheckColumnHasSpecifiedTest
• CheckColumnDescriptionPopulated -> not populated but we can check if one exists in the properties
• CheckColumnNameCompliesToColumnType -> based on data_type attribute in properties file
• CheckColumnNames

Who will this benefit?

Everyone who won't like / can't generate a catalog.json
