Most properties aren't, such as buttons showing icon-related options whilst no icon is selected, and particle system showing trail-related settings even though trails are disabled. On the other hand there are few settings such as Caret Blink Speed in LineEdit that is hidden if Blink is disabled. So which properties should be hidden, and which shouldn't?
Showing properties that don't affect something is confusing, but at the same time there are situations where an icon for example is assigned in code but you still want to configure the icon properties in the inspector. It would be more consistent if all related settings either would be consistently hidden, or never hidden.
