Show arguments in scripts panel or tooltip on scripts panel functions

In GDscript editor window, on the bottom left there is a "scripts panel" that shows the functions in the script for navigation.

How about arguments in that panel too, or add them to the currently useless tooltip (right now it just repeats the function name) if width is an issue.

Could also add type information for the arguments in the tooltip. Can rip that information from the script.
