External contributions path

First of all, thanks to all maintainers and contributors for this amazing project!

For the past few months, looks like there is no clear path on how to get changes by external contributors in the repo. Few examples: PRs like #944 , #936 , or discussion: #946 are getting either no response or no clear path forward.

What is the suggested path for moving forward? I'm ok with maintaining my fork with my/others changes, just want to double check what is the take on this by the current maintainers.
