Issue description

In the Dock Position popup, the tabs indicator of the bottom slot is confusing.

I only realize that the bottom slot is meant to be shown as disabled after seeing this popup for the FileSystem panel:

It would be better to color the tabs indicator as disabled too, together with the slot indicator:

Steps to reproduce

Open the editor and click the three-dots menu of the dock panels.
