Harbor proxy cache is not pull-through cache - fix description on UI.

We need to discuss this clearly before moving on. Since, there seems to be some ambiguity because the docs and git history show different approaches. Could we clarify the intended behavior before proceeding?

While distribution already does the https://distribution.github.io/distribution/recipes/mirror (pull through cache) - Harbor being better implementation of distribution. As a user I would believe harbor to inherently have pull through cache not a proxy cache.

Its good to note that pull through cache is the widely used in registry and these data intensive applications. whereas proxy cache is something that is widely used for webservers and websites.

We need to be a bit more clear.

given that a lot of people are waiting for this to be merged #22153. it might be premature to move entirely toward an online-only proxy cache.

Because distribution has the pull through cache already, and Harbor basically build on the distribution registry.

Some issues where user complain harbor doesn't work like the pull through cache specified in distirbution registry.
to avoid ambiguity, we should replace the "pull through cache" with "proxy cache" in the UI and docs.

After checking the description, this is opened to address a trivial issue on UI.
If we can't agree on this one we can delay updating the text.

But the discussion is valuable that we should definitely clarify the expected behavior of "proxy cache"

@bupd Thanks for bringing up #22153 , I agree we should resume working on that one.
