inaccurate ToolTip about Verify Remote Cert when create registry endpoint

After adding per endpoint CA configuration, behavior changed slightly for the endpoint ca trust process. The tooltip for the Verify Remote Cert would be better to updated accordingly.

Verify Remote Cert

• should verify the certificate for a remote Harbor registry -> should verify the certificate for a remote registry
• Uncheck this box when the remote url uses a self-signed or untrusted certificate. -> Uncheck this box when skip verify remote registry endpoint cert.
