JPG to WEBP has slowed down significantly. #14545
Description
In the latest couple of versions, I have experienced a significant delay in image conversion. In a site, where we convert a large number of pictures, the time to create the site from scratch has increased significantly.

In order to be able to verify my results, I have run the tests on Netlify and here is the results for two versions of Hugo,
