@rasviitanen could you rebase your PR and also limit your changes to just updating spanner? e.g. don't modify the supported Go versions

Upgrades spanner 1.78.0 to make it possible to use search indexes, tokenize functions and tokenlist in spanner.
Unfortunately, this requires go 1.23 and drops support for 1.22.
