Peak input TPM vs Token limit? Got Maxed out almost instantly.

I was barely starting a chat on CLI 2.5 PRO (api key), it was updating a basic javascript app for me with some code, and then got the api limit max out error.

I check my token usage which normally gets about 6M per day, and im no where near that, about 540K tokens, and just 1 request.
But theres another section for peak input TPM that is over the red line.

Is this referring to what the current limit is because there's high usage right now ?? does this red line change on the peak TPM at different times?

I tried waiting 30 mins, and get the same message. So even though its been way longer than a minute it is still maxing out??

Same issue. And then I can't use pro for several hours afterwards. Makes no sense. You hit a limit for 1 minute, and instead of Google rate limiting you, they just block access so you can't work for the rest of the day. That sounds like a Google problem, not a me problem.
