From my point of view, limits like this only feel fair when contributors also have a clear path for visibility on review status. If the cap stays, it would help to make the recommended nudge path explicit, such as focusing on help wanted issues, linking back to issue ownership, and clarifying when a follow up comment is useful versus just adding noise. Otherwise the bottleneck becomes opaque instead of simply smaller. |

Hi maintainers,
I noticed the recent introduction of a PR rate limiter (see: 3409de7) which limits users to 7 open pull requests.
Since the limit effectively blocks further contributions until existing ones are reviewed, what is the recommended way to "nudge" or get eyes on open PRs to ensure we can continue helping fix bugs in the project?
