From my point of view, questions like this are exactly why it helps to have one pinned contributor guide for GSoC communication. Usually the public discussion threads are the right first place to ask because they keep answers visible for everyone, and maintainers can respond when available without moving into private channels. A short note in the ideas document about where to ask, what to include, and what response time to expect would probably reduce a lot of confusion.
