Reduce eagerness in persona

Comparing raw Gemini CLI 3.1 Pro to Claude Code Opus 4.6 like:

Gemini: Observe -> Act, or nagging user "can I act NOW? NOW? HOW ABOUT NOW???
Claude: Observe -> Think -> Ask -> Act when giving consent, willingness to discuss.

Yes I know regulation, and this is satire, but the difference in persona is real. Often the Gemini CLI will run after the ball like a Malinois, even if the ball is in a sea of redglowing lava. Just an observation, and a friendly nudge to tune default CLI persona to calm senior engineer, who has seen its share of eager juniors.

In particular, IMO Gemini CLI can be steered towards wanting to spec and plan before implementation. Less vibe mode, more build mode.
