Gemini needs frequent reminder of SOP in GEMINI.md

I have a step-by-step SOP in GEMINI.md under ~/.gemini/. It follows the workflow most of the time but once in a while, it would completely forget about it. It behaves correctly after given a reminder. This happens even with a fresh session. I thought the cli would read from GEMINI.md when starting a new session. Any suggestion?
