What quota/billing is Gemini CLI using? OAuth, No Code Assist license, no AI Studio

I authenticated into Gemini CLI using OAuth with my Standard/Plus Google Workspace Account. After reading the documentation about Code Assist Standard/Enterprise licenses and realizing they were separate purchases from Workspace (I don't have a Code Assist license), I inputted a small test prompt (> repeat "hello world"), expecting some kind of rejection, but the CLI generated a response.

I'm guessing Gemini CLI defaulted to an Individual license for Code Assist, which I wasn't expecting. Even after reading the documentation, it isn't clear to me that 'Individual Google accounts' would include Standard/Plus/Enterprise Google Workspace accounts that don't have Code Assist licenses.

1. Is this fallback behavior actually what's happening under the hood?
2. Is the documentation reasonably clear enough about the behavior (whatever it actually is)?

Account details

• Google Account: Standard/Enterprise Workspace + Google Cloud with billing-enabled projects
• Gemini Code Assist: No license purchased (API disabled in Google Cloud Console)
• Vertex AI API key: Stored in local .env, used previously for Vertex AI authentication and a test message
• AI Studio: Never opened it before running Gemini CLI, no API key
