OAuth login without set GOOGLE_CLOUD_PROJECT

Today, I accidentally started working without setting the GOOGLE_CLOUD_PROJECT env variable and, of course, I quickly reached the limit. It was a trivial Powershell script, so I know I didn't use a lot of instructions there. I thought I would be able to continue working if I switched to a Code Assist License, however, I am still getting an error that I have reached the limit. I am using the same accounts, I do not have a separate one for Code Assist. Is this the default behavior or is it an error?

they should be using different limits. Does the $GOOGLE_CLOUD_PROJECT show up in the /about command output?
