Add telemetry tracking memory usage

There is a very large stalled pr from a contributor that includes it. We should start with that pr, derisk by making sure we aren't logging too much, and then land.
It is crucial to enable this before increasing the heap allowed for Gemini CLI so we aren't flying blind.
