Can GooglePlay get this configuration via aab file and set the necessary[ rotation-min-sdk-version](https://github.com/google/bundletool/blob/e5819d7dfd8feb9b6f3d9d3ec2ca216c43efde6f/src/main/java/com/android/tools/build/bundletool/commands/BuildApksCommand.java#L210) when building apk files?
