Revert "Bump dependencies to fix twine urllib mismatch (#4681)" (#4685)

This reverts commit ff6b717.

The issue occurs only with --targets=zips,k8s, and we are moving the k8s
part to argocd. Also, this does not really fix the problem, so reverting
to prevent any surprises.
