[infra] Add dawn_end2end_capture_replay_tests to test_suites.pyl

Add a dawn_end2end_capture_replay_tests with
dawn_end2end_real_hardware_gtests_common_args.

Currently only tests with the extra temp toggle config
WebGPUBackend({"enable_for_check_capture_replay"})
will be turned on. We will remove this toggle once most
failures are fixed.
