Hey - you are not the first to ask

• How do I rotate beyond the 'limit' vertically? #3314
• The absolute max/min for phi in max-camera-orbit and min-camera-orbit is undocumented, and overrides user input #3219

Long story short - it is not currently possible to exceed this limit, but the maintainer is open to a pull request.
