Double check #1692 made it into the release

googleapis/gax-nodejs#1692 - validate that this has been released and if not, cut a release - folks raised that this likely got missed in the 4.5.0 and 4.6.0 releases, let's fix that

I think it's possible that this isn't included in the release because I made it a "cleanup" type in the message, not a fix or a feat (I think cleanup may have been an early type of conventional commit but isn't the right kind to use now- my bad)

I manually made a 4.6.1 branch https://github.com/googleapis/gax-nodejs/tree/manual-4.6.1 that has the one missing commit - I am waiting for the west coast to come online to double check the next steps for releasing

Sofia let me know offline that even though it's not listed in the changelog for 5.0.x, it IS in the RCs for those who need an immediate change.

Manually fixed, released 4.6.1, is on npm.
