chore: rename google-cloud-public-ca to google-cloud-security-publicca (#14634)
Since May 2024, `google-cloud-public-ca` has been published under https://pypi.org/project/google-cloud-security-publicca/#history This PR renames the directory to reflect the package on PyPI that is up to date. See #14633 to follow up on deprecating `google-cloud-public-ca`
