librarian: Bulk changes do not appear in Github release

See librarian PR googleapis/google-cloud-python#14754 which contained Bulk Changes with conventional commit messages feat: Add support for Python 3.14 and fix: Deprecate credentials_file argument .

Instead of ignoring the bulk changes section we could check for it first before we process other libraries, throw the commits into a map of library id to commits and when we processing each library check if we also need to add an entry from the bulk commits. I am out today, but this is how I would approach this, here is the area of code:
