librarian [rust migration]: generate PR fails github checks

Run librarian generate --all against google-cloud-rust repo and open a PR with changes.

The PR created fails CI checks:

gcb-pr-format with error

INFO 2026-01-05T14:26:11.940756080Z Step #5 - "Format YAML files": librarian.yaml: yaml: line 1017: did not find expected key

gcb-pr-regenerate with error:

 error refreshing directory src/storage/src/control/generated: open src/storage/src/generated/gapic/.sidekick.toml: no such file or directory

To fix the gcb-pr-generate issue this line should be replaced with

go run github.com/googleapis/librarian/cmd/sidekick@${version} generate --all

This change should be made right before we plan to migrate

To fix gcb-pr-format

we should run
yamlfmt librarian.yaml

before checking in librarian.yaml file

We have solutions for these issues, but will not put them in place until we migrate.
