Fix dscc-scripts npm reference and version

The @google/dscc-scripts package is not up to date in the npm registry as the old project reference is not valid anymore.

This should probably be fixed so that newer versions are available as well, as the current version in the repository would be 1.0.20 whereas the newest version in the registry is 1.0.17.

If this is not the correct approach to use this package in the future the readme should instead be updated to reflect this.

Also since there is a main branch, it might be an idea to get rid of the unfortunately named "master" branch for good.
