gPodder dependencies - base-3.10.0_0

This is the first python3/gtk3 release.
It requires macOS 10.9 or later. For 10.6+ users, the latest release is gPodder 3.9.6 and maybe further updates to the 3.9 branch.

From now on, this repository will release gPodder dependencies only. Releases will not be hosted on sourceforge. gPodder for macOS releases will happen in the gpodder/gpodder repository.
