Deal with factors that have no data

Some factor data that is pulled into modeling, such as regions, have entire categories where there is no data available for modeling. This produces errors when trying to fit the model to infill data for those regions, as that factor level has not been parameterized in the original model. Need to think through how, if possible, to deal with this issue.
