Extend Bouncycastle rule to support `lts` artifacts

BouncyCastle added a new layer of ridiculousness.
Now there are additionally bcxxx-ltsxxx versions that have versions starting with `2.`.
I guess those should also somehow be added to the BC rules, just not sure how exactly would be correct.
