Alignment rule for BouncyCastle modules #189

Would be nice to have an alignment rule for the BouncyCastle modules built-in.
I just had the case that I updated a library that transitively caused bcprov-... to be updated to 1.78 where a class was removed.
While the bcpkix-... version stayed on 1.77, but unfortunately uses that class that was removed in 1.78.
An alignment rule would hopefully have prevented this.
