Cloudwatch: missing newer AWS regions

What happened?

The dropdown in cloudwatch default regions is missing newer AWS regions from this doc. The missing regions are added in the PRs below.

What did you expect to happen?

The dropdown lists all AWS regions in GA.

No.

How do we reproduce it?

1. Create a new CW datasource
2. Observe default regions dropdown is missing newer AWS regions

Is the bug inside a dashboard panel?

No
