Make reusable-zizmor.yml releasable

Since many repositories are using our reusable-zizmor.yml workflow we need to make sure that we release it properly, using release-please as we do for all the composite actions in the actions/ directory.

This way we can properly use renovate to update the reusable-zizmor.yml file wherever it's been used.
