feat: create alert from traces drilldown panel

Feature description

This will allow users to create an alert form a traces drilldown panel. This is done by using the grafana "create alert" plugin component. See this PR for how the create alert component is exposed from Grafana.

See this work in metrics drilldown for an example of adding an action button to the metrics scene panel to create an alert from the panel query, time range & data source.
