Use alternative esy cmake dep

@ManasJayanth suggested we use his version at https://github.com/ManasJayanth/esy-cmake - I believe if we test this throughout our stack, he will feel confident in making it the conf-cmake override.

I tried updating this based on the bump to our cmake fork I did, but I couldn't get this or my updated version to work on Windows.

It's basically the same exact same changes we have just applied as a patch through esy.

The problem I was running into was related to using patch on windows for some reason.
