Refactor: periodic pulling network data

Problem statement

Reduce the number of queries made to network Subgraph and Registry Subgraph

Expectation proposal

Use Eventuals for periodic ticks. Use eventual values at places that pulls for network or registry data (check for allocations, indexer stake, registered identities).
