`{*}`: Adds `CACHE=OFF ./bin/start.sh` support

Details

Support for CACHE=OFF ./bin/start.sh is required, a flag CACHE=OFF if CACHE equals OFF let's remove the sub-directories of the directory: repos, so repos can be download again.
